1. All foreign Thailand visitors (post-May 2025). TDAC is mandatory for all foreign arrivals; skipping leads to immigration delays. There’s no exempt traveler category.
2. Connecting passengers transit-only (no Thailand entry). If you don’t clear Thai immigration (transit only, no airport exit), TDAC isn’t required. But verify with airline whether your itinerary triggers Thai entry.
3. Travelers without internet access during pre-trip booking. TDAC requires online submission; if you’ve booked through travel agent without your own digital infrastructure, ask agent to submit on your behalf or set up email reminder for pre-departure submission.
